Export Promotion Mission (EPM) Explained: Niryat Protsahan and Niryat Disha (2026 Guide)
A complete guide to India’s Export Promotion Mission (EPM), a ₹25,060 crore six-year scheme (FY 2025-26 to FY 2030-31) run by DGFT. It explains the two sub-schemes, Niryat Protsahan (finance) and Niryat Disha (non-financial support), and all 11 interventions with who qualifies, support rates, caps and how to apply, including 2.75% interest subvention capped at ₹50 lakh and TRACE and LIFT reimbursements. It tracks the 2026 DGFT trade notices up to 1 October 2026, including the move of interest subvention to EXIM Bank. Checked against official sources on 5 October 2026.
The Export Promotion Mission (EPM) is India’s single, DGFT-run export support scheme for FY 2025-26 to FY 2030-31, with an outlay of ₹25,060 crore. It replaces the lapsed Interest Equalisation Scheme and the Market Access Initiative with two sub-schemes: Niryat Protsahan (finance: interest subvention, collateral support, export factoring, e-commerce credit, risk sharing) and Niryat Disha (non-financial: certification costs, freight, warehousing, trade intelligence, market access, branding). It is aimed at MSMEs, first-time exporters and labour-intensive sectors. The best-known benefit is 2.75% interest subvention on rupee export credit, up to ₹50 lakh a year per exporter.
This guide explains each intervention in plain language: who qualifies, how much you get, where you apply and the traps that cost exporters their claims. Use the contents list to jump ahead.

What the EPM is
The Export Promotion Mission was announced in the Union Budget 2025-26 and approved by the Government in November 2025. It merges several fragmented export-support schemes into one outcome-based, digitally managed framework. The Directorate General of Foreign Trade (DGFT) is the implementing agency and runs a dedicated digital platform from application to approval to disbursal, working with the Department of Commerce, the Ministry of MSME, the Ministry of Finance, export promotion councils, commodity boards, banks and states.
What it replaced
- Interest Equalisation Scheme (IES). It lapsed on 31 December 2024. Its rates were 2% for 410 identified tariff lines and 3% for MSME manufacturer exporters. The EPM’s interest subvention is a new, flat 2.75% for eligible MSMEs on a notified product list. Pending IES arrears of about ₹850 crore were reported cleared by February 2026.
- Market Access Initiative (MAI). Now Market Access Support (MAS). About ₹118.65 crore of MAI arrears had been approved by February 2026.
Who it targets
The mission explicitly targets MSMEs, first-time exporters and labour-intensive value chains. It gives priority to sectors hit hardest by global tariff escalation, notably textiles, leather, gems and jewellery, engineering goods and marine products, and it directs Niryat Disha support towards interior and low-export-intensity districts.
What it is not
- It is not automatic. Most support needs you to register your intent before you borrow or spend.
- It is not a general cash grant. Most financial support is paid through banks or as reimbursement after export.
- It is not RoDTEP or duty drawback. Those remain separate schemes claimed on the shipping bill. See Guide 1.
Niryat Protsahan vs Niryat Disha
Think of Protsahan as the money arm and Disha as the capability arm.
| Niryat Protsahan | Niryat Disha | |
|---|---|---|
| Purpose | Finance: cheaper and easier export credit | Capability: compliance, logistics, markets, branding |
| Approx. outlay | About ₹10,401 crore | About ₹14,659 crore |
| Interventions | Interest subvention; collateral support; export factoring; credit for e-commerce exporters; emerging export opportunities | TRACE; LIFT; INSIGHT; FLOW; Market Access Support; Global Outreach for Branding, Labelling and Export Packaging |
| Typical user | An MSME exporter with a bank credit facility | An MSME paying for certification or freight, or an institution running a project |
| Where you start | Intent on the DGFT portal, then your bank | Intent-to-Claim or a proposal on the EPM pages of trade.gov.in |
| How you get paid | Benefit passed on upfront by the bank, or a guarantee on your credit | Reimbursement after export, or approval of a project proposal |
Outlays are the approximate split reported at approval; the PIB release gives the total of ₹25,060 crore.
All 11 interventions
Each row shows who qualifies, what you receive, the cap and the route to apply. Interventions 6 to 11 are the non-financial arm. Items 8 to 11 are mainly institution-facing.

Which intervention fits you
Start from your problem, not the scheme names.
| If this is you | Look at | Basic test | First step |
|---|---|---|---|
| I have an export credit limit and want cheaper interest | Interest subvention | MSME, goods on the positive list, rupee credit from a bank | Intent to Avail on the DGFT portal, then speak to your bank |
| I have no collateral for export credit | Collateral support | MSME; credit up to ₹10 crore | Ask your lender about the guarantee |
| My buyers pay late and I need cash now | Export factoring | MSME, notified goods, registered factoring firm | Compare factoring NBFCs, then file intent |
| I sell through marketplaces, courier or post | E-commerce credit | IEC and Udyam | Apply through EXIM Bank |
| I am entering a risky new market | Emerging export opportunities | MSME exporter | Ask your bank or EXIM Bank about risk sharing |
| I need CE, ISO, FDA or BRCGS certification | TRACE | IEC and Udyam; certification on a notified list | File Intent-to-Claim before you pay the lab |
| My unit is far from the port | LIFT | Notified district and notified product | Check the district list; file intent before freight |
| I want training, trade intelligence or cluster support | INSIGHT | Usually through a council, cluster or government body | Talk to your export promotion council |
| I want to exhibit abroad or meet buyers | Market Access Support | Events approved under MAS | Ask your council about approved events and airfare support |
| I want overseas warehousing or fulfilment | FLOW | Institutions and service providers | Look for an approved warehouse or hub |
How to apply
Flow A: Niryat Protsahan (finance)
- Check eligibility before you borrow: MSME status, valid IEC, goods on the notified list, rupee export credit from a lender under RBI’s master directions.
- File an Intent to Avail on the DGFT portal. The system generates a Unique Identification Number (UIN).
- Give the UIN to your bank or factoring firm. From FY 2026-27 the UIN must be generated within 15 days of disbursal, and it is safest to generate it before. Use separate UINs for pre-shipment and post-shipment credit.
- The bank disburses and passes on the benefit upfront, then submits an externally audited claim. Since 1 April 2026 claims for interest subvention go to EXIM Bank.
- Renew when needed. A FY 2025-26 UIN covered claims to 31 March 2026. If credit stays outstanding, you need a fresh or revised UIN for FY 2026-27.
Flow B: Niryat Disha (TRACE and LIFT)
- File an Intent-to-Claim on trade.gov.in before you obtain the certification or transport service.
- Use the service and complete the export. Keep invoices, payment proof, test or certificate copies and shipping documents.
- Submit a Reimbursement Claim after export completion, with supporting documents and self-certification.
Flow C: proposals (FLOW, INSIGHT, MAS and branding)
- An eligible institution submits a proposal on trade.gov.in.
- The EPM Division evaluates it, the Sub-Committee recommends it and the Steering Committee gives final approval.
Rules that decide your claim
Most rejected claims fail on timing or paperwork, not on eligibility. These are the rules that matter most, drawn from DGFT’s 2026 amendments.
- Get the UIN before disbursal. From FY 2026-27 a UIN generated within 15 days of disbursal is valid. The one-time relaxation to 31 May 2026 applied only to FY 2025-26 and was not extended.
- Separate UINs for pre-shipment and post-shipment credit. One UIN cannot serve both.
- No portability. If you move to a different bank or lender, you need a fresh UIN.
- Old IES UINs are invalid for EPM interest subvention.
- Positive list matters. Subvention is only for goods on the notified six-digit HSN list. If a line is later made ineligible, pre-shipment credit already disbursed stays eligible, but post-shipment credit disbursed afterwards does not.
- Renewals and top-ups: only the incremental credit counts as new exposure.
- Only the actual outstanding period qualifies, and subvention is not admissible if the account turns non-performing before the export cycle completes.
- Deemed exports are excluded from interest subvention.
- The rate is the rate on the date of disbursal. Revised rates apply only to facilities sanctioned after the notification date.
- Intent first, spend second for TRACE and LIFT. A cost incurred before you file the Intent-to-Claim may not qualify.
- Annual caps are per financial year: ₹50 lakh interest subvention, ₹25 lakh TRACE, ₹20 lakh LIFT. Track your use through the year.
- Do not claim the same expense twice under different schemes. Check each scheme’s guidelines on overlap.
Worked examples
| Intervention | Situation (illustrative) | Benefit if all conditions are met |
|---|---|---|
| Interest subvention | A micro exporter on the positive list uses ₹1 crore of pre-shipment rupee credit for a full year | 2.75% of ₹1 crore is about ₹2.75 lakh of interest benefit, within the ₹50 lakh cap |
| TRACE, positive list | ISO certification costing ₹4 lakh net of taxes | 60% is ₹2.4 lakh reimbursed |
| TRACE, priority list | BRCGS certification costing ₹8 lakh net of taxes | 75% is ₹6 lakh reimbursed |
| LIFT | ₹10 lakh of freight from a notified district to the seaport in a year | Up to 30% is ₹3 lakh, within the ₹20 lakh cap |
These are simple illustrations using the published percentages and caps. Your actual benefit depends on the notified lists, your bank, the actual cost net of taxes and the guidelines in force on the date you act.

Frequently asked questions
What is the Export Promotion Mission (EPM)?
The Export Promotion Mission is a six-year, ₹25,060 crore scheme for FY 2025-26 to FY 2030-31 that brings India’s export support under one digital, outcome-based framework run by DGFT. It was approved by the Government in November 2025, and it subsumes the earlier Interest Equalisation Scheme and the Market Access Initiative.
What are Niryat Protsahan and Niryat Disha?
They are the two sub-schemes of the EPM. Niryat Protsahan provides financial support such as interest subvention, collateral support, export factoring and e-commerce credit. Niryat Disha provides non-financial support such as compliance and certification reimbursement (TRACE), freight support (LIFT), overseas warehousing (FLOW), trade intelligence (INSIGHT), market access and branding.
Who is eligible for the EPM?
The mission mainly targets MSMEs, first-time exporters and labour-intensive sectors. Most individual claims need a valid IEC, and several need Udyam registration and a product on a notified list. Some interventions, such as FLOW, INSIGHT, market access events and branding, are open to institutions such as export promotion councils, commodity boards, industry associations and clusters rather than single firms.
How much interest subvention can an exporter get?
Eligible MSME manufacturer and merchant exporters get 2.75% a year on pre- and post-shipment rupee export credit for goods on a notified positive list, up to ₹50 lakh per financial year. The bank passes the benefit on upfront and claims it back.
How do I apply for interest subvention?
File an Intent to Avail on the DGFT portal to generate a Unique Identification Number (UIN), give the UIN to your lending bank, and let the bank disburse the credit and submit the claim. From FY 2026-27 the UIN must be generated within 15 days of disbursal, and pre-shipment and post-shipment credit need separate UINs.
Can I use my old Interest Equalisation Scheme UIN?
No. DGFT’s March 2026 amendment says a UIN issued under the old Interest Equalisation Scheme is not valid for EPM interest subvention. You need a fresh EPM UIN for each eligible facility, and a UIN cannot be moved between banks.
What does TRACE reimburse and how much?
TRACE reimburses part of the cost of testing, inspection and certification needed for export markets. MSMEs with a valid IEC and Udyam registration get 60% of the actual cost net of taxes for certifications on the positive list and 75% for the priority list, capped at ₹25 lakh a year. You file an Intent-to-Claim before obtaining the service and a reimbursement claim after the export.
What does LIFT cover?
LIFT supports exporters in notified low export-intensity districts by reimbursing up to 30% of the actual transport cost from the MSME’s premises to an inland container depot, container freight station, seaport or air cargo complex, capped at ₹20 lakh per exporter per financial year.
Can a single exporter apply for FLOW, INSIGHT or the branding intervention?
These are institution-facing. FLOW, INSIGHT, market access events and Global Outreach for Branding are open to export promotion councils, commodity boards, industry associations, clusters, logistics firms and government bodies, so an individual exporter usually benefits through its council or cluster. MSMEs can receive airfare support for approved market access events.
Who runs the scheme, and where are the official rules?
DGFT is the implementing agency and runs the digital platform. From 1 April 2026 EXIM Bank is the implementing agency for interest subvention claims, as notified on 7 August 2026. Read the official trade notices and guidelines on dgft.gov.in and the EPM pages on trade.gov.in before you claim.
Is the EPM open to service exporters?
The mission’s stated aim covers goods and services, but the financial interventions notified so far are mostly tied to goods, for example notified HSN tariff lines. Service exporters should check each trade notice for their eligibility.
How often do the rules change?
Often. DGFT has issued trade notices on the EPM almost every month in 2026 to amend guidelines, extend deadlines, update product lists and change implementing agencies. Re-check the tracker on this page and the DGFT trade notice page before each claim.
